Using the configured Quality of Service (QoS) flags also for UDP traffic

Depending on how routers handle data traffic prioritizazion, administrators may need to configure ToS (Type of Service) and/or its most modern redefinition DSCP (Differentiated Services Code Point) flags. That can be done by adding the ProxyPacketPriority key to the node.cfg configuration file.

In the current implementation, the QoS flags are only used for TCP traffic. This implementation will add the flags also for UDP traffic.
