Enabling hardware decoding for high resolutions by default on Windows

Due to buggy drivers on some graphics card, hardware decoding was disabled by default on Windows for screen resolutions higher than 1920x1080 (FullHD). It was still possible to enable hardware decoding on high resolutions by toggling the 'Switch to software decoding on Windows if resolution is bigger than 1920x1080' key in the player.cfg configuration file.

Given newer drivers don't show the problem, now hardware decoding will be enabled by default for any resolution. It will still be possible to disable it for high resolutions by toggling the configuration key, whose default value changes from 'true' to 'false'.
