Allowing users to use hardware accelerated decoding on Windows when the resolution of the remote screen is higher than 1920x1080

As explained here:

https://www.nomachine.com/AR09L00811

NoMachine 4 doesn't use H.264 hardware-accelerated decoding on Windows clients when the resolution of the remote monitor is higher than 1920x1080.

However, if the graphical card on the user's pc supports higher resolutions, the user has to be able to configure NoMachine for using hardware acceleration.

This option is disabled by default, to enable it users need to edit the player.cfg configuration file and set:

<option key="Switch to software decoding on Windows if resolution is bigger than 1920x1080" value="true" />
