Cannot start the nxnode program on Windows if hostname contains non-Latin symbols

The nxnode program cannot be started on Windows if hostname contains non Latin characters.

The 'nxserver --status' command  executed in a cmd shell shows that nxnode is disabled and it is not possible to start it with 'nxserver --restart'  or 'nxserver --start' or 'nxserver --startup'.
