Setting DisplayLimit in the server configuration doesn't work as expected

When a user connects, the server looks for a free display to start the session. The DisplayBase and the DisplayLimit keys in the server configuration define the range of display numbers to be used by the server to find a free display. 

When the server doesn't find a free display in the range of available displays, it  doesn't report that the limit of maximum number of displays is reached.

As a note, the DisplayLimit key must not be used for limiting the maximum number of virtual desktop sessions, which can be set instead in the VirtualDesktopsLimit key and must not be used for limiting the maximum number of connections which can be set in the ConnectionLimit key.
